In a meeting held on January 8, 2024, the Culpeper County School Board (CCSB) underwent a reorganization of its leadership for the upcoming year. The meeting aimed to set the course for the board's activities throughout the year. The highlights of the meeting are as follows:

1. Election of Chair and Vice-Chair:

  • Ms. Barbara Brown was elected Chair of the School Board 

  • Ms. Elizabeth Hutchins was elected as the Vice-Chair 

2. Appointment of Clerk and Deputy Clerk:

  • Mr. Jeffrey Shomo was appointed as the Clerk 

  • Ms. Pearl Jamison was appointed Deputy Clerk 

3. Designation of Superintendent's Designee:

  • Ms. Metzgar was appointed as the Designee for the Superintendent, to represent the Superintendent during board meetings in his absence

4. Designation of Document Signatories:

  • Mr. Jeffrey Shomo, Dr. Russell Houck, and Mr. Robert T. Hauman, III were appointed as designees to sign documents in the absence of the Superintendent

5. Adoption of Meeting Procedure:

  • The CCSB decided to conduct its meetings using Roberts Rules, a widely recognized and respected set of parliamentary procedures.

6. Approval of Meeting Calendar and Committee Schedule:

  • The Board approved the meeting calendar and committee schedule, outlining the structure and frequency of their gatherings for the year.

7. Adoption of VSBA Code of Conduct:

  • Demonstrating a commitment to ethical governance, the Board formally adopted the Virginia School Boards Association (VSBA) Code of Conduct for School Board Members.

8. Approval of CCSB Bylaws and Rules of Procedure:

  • The CCSB Bylaws and Rules of Procedure were approved, establishing a framework for the board's internal operations and decision-making processes.

This reorganization meeting served as a crucial step in ensuring effective governance, transparency, and accountability within the Culpeper County School Board. Monday night’s meeting also included a presentation from Yowell Elementary School and recognition of Eastern View High School student-athlete Brett Clatterbaugh for being named to the First-Team 2023 Class 4 All-State Football Team.
